Q: does this unit pass the bias voltage through or does it block it?

When powering via bias tee or externally, voltage is not passed through to the input of the LNA. There will be voltage present at the output when powering externally (through the micro USB port). Q: Is the SMA DC block required for use with this amplifier with a Nooelec RTL-SDR?

Q: Could I use this on a base station ham radio?

Sure, as long as you use appropriate adapters and it is within the appropriate frequency range. Note this is meant for RX only. Thanks!
