Q: I brought a modem that does not have a telephone line outlet. Can I use this as a telephone cable?

No. I tried this for the same reason and it did not work

Q: Can you connect the Rj11 into modem and then Rj45 side into a router?

This cable eliminates the need for getting adapters and be able to connect the RJ11 Connection on one end and RJ45 Connection on the other end between equipments, that’s what you have on your modem and router. In my case, I had an older router with RJ45 to connect to the telephone jack with RJ11.
