Q: Can i lay this directly on top of concreate flooring as a damp proof membrane that will sit directly beneath hard wooden plank flooring?

I am not a builder. I would have thought that your concrete floor should have been laid with a waterproof membrane underneath it. I would also have thought that unless your concrete floor is a self levelling screed, it is unlikely to be absolutely flat and laying a wooden floor on top of it would result in an uneven floor. Use the recommended product on which to lay a wooden floor.
