Can putty access a serial device thru this device?

Yes. I have used an open source terminal emulator called Tera Term to connect to a weather station data logger through the RS-232 port using our WiFi network using the USR-W610's built-in web interface to set up the the USR-W610 and then used one of USR utility called VCOM to setup a virtual com port on my PC. If you use the virtual com port settings to setup the RS-232 serial connection in Putty then it will work.

How do I get a user manual?

Instructions are affixed to the box outside the item. Or you could message seller directly for manual.

What type of antenna does it have? I need to buy extension cables and bulk head connectors.
