does this fold down and does it tilt ?

This can be folded down and stored in the included cover and has infinite tiled in all directions with adjustable height.

This looks like it packs down, are there packed/folded dimensions? Pics?

It does not fold. It collapses to an oblong shape. When in the cover it measures approximately 5" x 5" x 85" (7'1").

Does it come with a crank to open and close it?

No crank, two release levers you push and slide to the middle to close the shade. Push them back out to the end and they click in place to open it again. Very easy and fast. Much better than a crank.

Would this work for shading lounge chairs? Is it available in other colors looking for White or Navy??

It would work in small areas. Not good for larger areas. I use it as an accessory to block sun setting in the horizon not as principal umbrella covering patio.
