Will this hold an atomos ninja v and let me adjust it without getting loose ? also how can i fit it on a hot shoe mount ?

This little device is really strong. It'll hold the Atamos Ninja V. Once you adjust the tension, you'll be able to adjust the monitor without it getting loose.

By tightening the two screws for the tilt axis, is it possible to completely lock the tilt so it doesn't budge at all?

Yes, it’s pretty tight as is and the Teradek I put on it has never tilted on its own even while running with my camera, but you can further tighten it to completely lock it.

Would this work with bmpcc4k tilta cage?

Yes, it does. The Tilta cage seems to have 1 Arri mount on the top. The Tilta top handle and side grip also have Arri mounts.
