Q: Can this easily be cut to fit a 1/3 sheet sander?

This tears easily it is a mesh it’s more for tearing of a piece to clean copper pipe etc

Q: Would this help to take out scraches on aluminium sheeting?

This would be way too rough for polishing scratches, good for very rough sanding before polishing using a lighter grade sand paper. Really depends on what finish you want.

Q: Could I put this on the bottom a fence to cover gaps to stop cats getting in my garden?

Not sure how well it’ll stand up to the weather. Cats are good at jumping/climbing so you’d need to consider the top as well!
