There are two little buttons on the side. One of them is minutes, the other is the hours. You hold them down until the time starts to change.

Yes! It comes in a nice Paw Patrol tin box. Wish I could upload a pic but it is really nice

Nope. Ours didn’t work either. Cheap junk.
