Q: is this considered a "solar filter" that will protect the camera during the solar eclipse?

No, it is not. Polarizer camera filters are used mostly to darken skies on a sunny day -- not to darken the sun. If you're planning to photograph a solar eclipse, you'd do best by getting a special camera lens "solar filter," which will probably set you back $100 or so. You could also get a filter made for a telescope and just hold it over the front of your camera lens to protect it when photographing the sun. When the sun is totally eclipsed you don't need -- or want -- a filter. But once the total phase of the eclipse begins to end and the sunlight starts breaking out, you'll need to quickly put the solar filter back on for protection.

generally you can stack filters of the same filter thread size but too many will degrade the image quality and possibly cause light falloff in the corners.

If you're talking about the 18 - 55 lens that comes with the D3400 package, it's a 55 mm filter. The 70 - 300 lens takes a 58 mm filter.
