Will there be a heatsink removed version?

The FPGA gets too hot with no heatsink, even when using just PCIe (no user logic). There was a version with a low profile heatsink (10mm tall), called NiteFury, but that is out of stock, and won't be restocked this year. PicoEVB is a mini kit that does fit inside a laptop, in a wifi card slot.

Many low-cost fpga boards only use pci for power. can you communicate over pcie through c++ to access to acclerated xilinx functions?

Yes. The Litefury communicates to the host over pcie (4 Gen 2 lanes).

Is the Litefury supported by Vivado on Windows?

Litefury simply pins out the FPGA's JTAG lines, so you need to use your own JTAG programming/debug cable with Vivado. So it really depends on whether your cable will work with Vivado on Windows. I've only tried a couple of cables (Digilent HS1/2, Xilinx USB) and they work well under Windows and Linux.

Any leads on a cheap usb jtag programmer? i had forgotten how expensive the xilinx one is.

The Digilent HS2/HS3 is $60 on their website and works seamlessly with Vivado. If you just want to program the flash, the LiteFury comes loaded with a bitstream that allows you to program the flash over PCIe. Its very fast- programs the flash in under a minute (vs ~5 minutes with HS2/HS3). Check out the spi-loader program on litefury github page. However, if you need to use Vivado/chipscope, the HS2/HS3 is the least expensive option.
