how does it compare to Cleveland Chipper?

My friend has a Cleveland and used mine couple times….he seemed to like mine better.

Between the 3 , 45 , 55 & 60 degree which one would be the best to buy if you can only buy one?

I too was unsure what to get but I went for the 45 because the higher lofted clubs are too close to what I already have ( 56 and 60 degree wedges) and I figured that 45 would get the ball to run out. I think I've made the right choice and I like it. Need to play it like a putting stroke though which took some getting used to. Works great !

Can you use this club to replace a 9 iron and pitching wedge?

No, It has a short handle like a putter that limits how much distance you can get out of it. I have used it a time or two out at 40 yards and that is about it's max range. It replaced my 60 degree wedge. I use it mainly on approach shots where the ball is too far out and/or the ground to uneven to used a putter. Works great for those shots.
