Q: would this also fit a wooden restaurant high chair please?

It's the wrong shape really for a wooden high chair. But you could try to make it work, there would be quite a lot of overhang though.

Q: Does it have a strap?

No and there wasn’t any strap holes in the one I received either. I sent mine back as it wasn’t very padded so if my child hit there head, there was no soft cushioning to lessen the impact. Hope this helps!
