My son is 9 but waist measures 24. How long are the pants? Will the small be too short. He is skinny but tall

I bought a medium. If you stretch out the waistband it will accommodate a 24" waist. The measurement from waistband to the bottom of the boot is 30"

Which size would fit my 4 Year old? Would 5-7 be little big for him?
