How do you attach the tails to the doves?

I took a very small piece of tape and put them on that way. Good luck with getting them to work with the helium. I couldn't get them to stay up even without the tail.

Can I have them delivered on the day of the memorial

That depends on when you order. I ordered in advance to be sure I had then in time. You will need time to fill the balloons as well.
