Its considered hazardous by Royal Mail, for off mainland areas. This is due to the fact that postal items off mainland may be carried by air and hence they are a hazard and prohibited from being sent to the regions specified. Royal Mail rules, not ours !

Can you use it on a pcp air rifles in the barrel

No reason why not. Very heavy lead deposits might require something more drastic. Probably a good idea to clear residual oil from the barrel with a "waste" shot before any critical rounds
