Can you dump them into vault toilets

I don't think putting them in a vault toilet is wise. They are biodegradable but vault toilets are usually a tank that gets pumped out. So I wouldn't do that for that reason.

How long before these become weak if they contained waste and were sitting on the ground in the shade? A week? A month? management time frame.

Depending on temperatures and the weather of course, it says up to 180 days.
