I didn't consider this unit to be noisy - actually quieter than the model that replaced it and didn't cause water hammer at shut off like the new one. The problem with that one is the problematic Leak Sentry system and that's the reason I got rid of it.

Q: It says American made and orgin of China. Which is it?

There is no origin on any component or the instructions but the bottom of the box says "assembled in Mexico".

Check for some dirt or other foreign material in the valve and float. Also make sure that the float height adjustment is set correctly so that it shuts off below the top of the bowl fill tube. Otherwise the water cannot get high enough for the float to turn off the valve.

Q: Does this work on most toilets, even if their original system was not this brand?

Yes it does, it is a universal fill valve that will replace many of the older types of toilet valves
