does the shield withstand water from rainfall?

Yes, we have had around 15" in the last two months and my is fine. It is held on with wire ties to keep it in place. My electric box is attached to the house which gives it some protection but I don't think it would be harmed if you have the wire ties on tight enough.

does this still allow the electric company to read the meters?

I take it off the day before my meter is read.
