Does the balm leave an oily film/feeling on the skin when rinsed with water?

I did not use this balm because upon opening it, it smelled rancid. I do use a different version of Neutrogena Makeup Cleansing Balm and it breaks makeup down well and you are supposed to follow up with another cleanser.

What are the ingredients?

Lots, gylcserine, corn starch... works very well.
