Does the 15.7"H include the hanging vines?

Yes, it is exactly like the picture, the hanging pea vines hang about 4 inches below the box. Mine sits on window sill and hangs over front edge. Very nice

can i place it outdoor with a roof?

I would say “yes”to outside placement if some protection above is available. Summer and Fall seasons would be best. Our snowfall here and cold would probably not be a good idea. It wouldn’t look right for a box plant decoration to survive in our Winters😜.
