My son's room has very low windows (2nd floor) so he would be able to reach the wedges... would he be able to pull the wedge off the velcrow?

Yes he would be able to pull them off. If you don't want him to be able to remove them, I would use prime line vinyl window locks. These have a toggle which allows the window to be in various stages of openness, yet secure. If you want something more permanent and stationary, you could use Cardinal gates window warden which is screwed into the frame. Hope this helps.
