Q: how tall are the letters I'm looking for 1/4" tall?

This package has many sizes. I was pleased that they had small, medium and large size letters. I was able to put an xo on a very small heart cut out for all 3 my grand daughters shirts. So yes they have the size your looking for. Hope this helps.

Q: Are some stencils like #5 still missing letters?

I have used a few of these stencils and not notice any letters missing. As for the lower case "g" missing from #5 I just flipped the stencil over and used lower case "q" looks the same.

Q: Are persons still having issues with missing letters?

Yes, I had one stencil that was missing two lowercase letters and I ordered them within the last month or so.
