This is better for indoor use, very good rope for the price.

What is the exact length of the rope itself outside the handle? I am 6 foot, need a rope of 9 feet, plus 2" inside the handles, total 110".

Does this rope tangle easily?

Yes. It tangles every time in the middle of the "rope". It will untangle itself after 3 or 4 jumps, though.
