Should the padded part be on the outside or inside when wearing them ?

My X-Tiger Men Cycling Undershorts can sensibly be worn one way only. The red or blue padding is on the outside but is covered in black cloth e.g. the colour is not visible. These shorts are very small in size so read the amazon reviews carefully and order a larger size than usual.

Are these to be worn in place of or in addition to underpants?

I always wear cycling shorts in addition to underpants without any issues. Change and wash underpants but keep cycling for longer.
