Q: Does this wash out of clothes?

No it doesn’t wash out so be careful .

Q: Does this stay wet on skin or does it dry. I want to apply it to my hands but don't want to stain everything I touch.

It dries off but it’s is difficult to wash off there is also a chance it could rub off onto other things and stain

Q: Will it dry .as im using this for a craft on plastic? :-)

Yeah but the colour isn’t as vibrant you are better off using citadel model paint
