Does this come with a pretensioner wire attached?

It only include the tensioner and that is all you need. Not sure about the wire...

The tensioner comes with the pulley as shown in the picture.

Does this fit 1999 ford crown victoria?

It was a perfect fit for 02 mercury grand marquis which is essentially the same as a crown Vic. Can't be 100% on a '99. You'll have to do some more research, it probably is the one you need though.

Will this fit on a 2001 grand marquis? Because in the features and detaiks it says 2003-2011

I put it on an 02 grand marquis with no problems.
