Yes you can. When the scent is gone put it in the freezer for an hour or so and the wax will slid off.

Q: Does anyone actually put water in it when using wax melts?

I don't put water in mine it would dillut the smell and it all melts away when finish so you don't need the water for easier cleaning or anything.

Q: Can you use this for loose herb incense?

No, I don’t think it would be safe
