I wear a size 16 on top, will this fit me?

I think so it was roomy on me and I'm a size 14. It is thin material though so you would need shirt under.

There is not elastic in the neck - I have this poncho, it is not tight in the neck, it is very comfortable - it fits just as pictured, at least mine did.
