Can it be used over Oil polyurethane?

As long as the oil poly is fully cured (3 weeks or older). Just sand the oil with 220 grit and your good to go.

Can I use the on a piece of wood that I painted?

If you're talking latex paint, I doubt it. But I applied this on top of a guitar body that I had spray painted with Rustoleum Color Shift Paint (oil based). You MUST scuff the paint with fine (320) sandpaper before applying this stuff, or this poly will literally peel off in sheets! As for the brush marks mentioned by another poster, they can be removed by level sanding with fine sandpaper after a few coats. You WILL lose the gloss shine when you level sand, however if that's important to you, you can progress through finer and finer sandpaper up to 1000 grit, then polish the surface to a high gloss shine. This is a lot of work. Might be easier to use this product in a spray can, which can be found here on amazon. Spray can would eliminate brush marks. On a side note, for the guitar, I sprayed this stuff through a spray gun with a 2.0 mm nozzle. I didn't even have to thin it. Worked great! I'm currently on my 8th coat on the guitar.

I accidently bought and applied this to exterior wood siding. will it be okay? water based, oil-modified polyurethane clear satin, gallon

Will it be ok ? It is made for interior use.Will it last , That I can not say . It will not hurt the wood surface . It just will not last has long

Would this work to coat kitchen counters after painted?

This is to use on wood. Is your counter wood? If it is & you're painting, not staining, not sure. But I think it should. I would try a small amount somewhere in a corner or some place where wouldn't be seen if didn't work well.
