What tools are needed to assemble? Is assembly difficult?

All you need is a screwdriver and a box wrenches it socket wrenchs. A note about the assembly: one if the last steps is place the top on. Do not tighten the various bolts on previous stages. The top fits very tightly and requires the leggs to be some loose. Once the top is placed then you can finish tightening all the bolts. Outside of this assembly is straight forward.

Will the bottom shelf support a full 20 lb propane cylinder with a Roccbox pizza oven on the top? I don't want to hang it on the provided side hook.

Yes, we have our tank on the bottom shelf.

Can you use a Dutch oven on table top?

Not really sure how you would use a Dutch oven on a stainless table top. We bought this to hold a pizza oven. Great for that. Had the table for a year now. Outside for 12 months under harsh summer and winter weather. Still looks and works great.
