Yes it will work with out setting up the app on a smart device on a LAN with internet access but ,, I am not sure what you are asking. IF you have a LAN that is not connected to the internet than what are you going to be checking? You must be planning on the device to check for local devices connected on your LAN only. This seems strange but can be configured with this device but must be managed locally as you must not have an internet gateway on your private LAN. The This unit comes setup to check for internet connection from your LAN to the internet via either ping or http request to a list of addresses on the internet. All of the destination request used to verify can be changed by the user via the web interface or the app on a smart phone. To use the app on a smartphone you do have to register with a server somewhere on the internet, likely China and than a connection can be setup to allow your smartphone to find your device and control it. This is an option that you do not have to setup as you can also manage it via a web page from any browser. From the web page you can reset or turn off and on the two outlets. The device supports DDNS with most poplar DDNS providers so you can access it from the internet if you know how to configure DDNS with port forwards thru your router. If all you need to do is have a device to check for a internet connection and reboot when needed it will work out of the box, but the smaller 1 outlet units will also work for about $40 less from the 5gstore or 3Gstore out of the box with out any setup.

The 5Gstore IP Power Switch is a simple product that automatically power-cycles any device when internet connectivity is lost. All you have to do is connect the included ethernet cable from the 5Gstore IP Switch to your router, and then connect the power cables of the devices that you want to be power-cycled when internet connectivity is lost, like your DSL modem and router. Once you have everything connected, press the "UIS" button, and everything will be up and running. The 5Gstore IP Switch automatically pings five different targets (which you can specify), and when it is unable to ping the specified targets, it will power-cycle any devices that are connected to its power source.
