Can 4yr old that is 38 inches tall wear a small well? Don't want this to be to big

Height-wise the small should be fine, depending on the figure of the child the suit might not be skintight as it is designed for slightly older children.

Does it actually glow in the dark?

Nope the one that I bought does not glow. Unless there is a new model out there that says it glows

Is the part that covers the face like a hood that can be removed without having to take off the whole suit?

This is an all-in-one suit, so the hood cannot be detached from the rest of it, however it can be worn with the hood section tucked into the neck of the suit to keep your head free during wear.
