Q: Is this the actual stand or only the flash cards? Why does the product description say stuff about Time Cards?

I purchased this item and it is the stand that you would be purchasing, not any cards. I cannot speak to the description or the reviews related to this product. I can say that the stand was a little smaller than I expected. I purchased all cards separately.

Q: Are there 16 individual pockets or 4 long rows?

4 long rows I believe (currently at school):I used it for many index cards for 95% group. I don't think they would have fit if it there were 16 pockets. I hope that helps!

I personally think it would be too small.

Q: Will this hold 3"x5" index cards with no overlap?

Yes, you can fit two cards across if they are placed horizontally. One side will hold ten 3x5 cards for a total of 20 (using the other side as well.)
