Q: Can you use this on dip powder nails

Yes you can I haven’t tried it yet, but I would like.. it’s pretty much the same brushes that are used on acrylic nails.

Q: Do I need some sort of glue to apply the gems?

I use nail glue .I find it it holds better than just applying with a clear nail polish.

Q: What glue should I use to stick to the stones?

You can use nail glue or top coat polish. Nail glue will give more longevity but may cause some damage on nail bed if not carefully removed
