Q: Will this help me from my neck getting tired during a race?

It depends; the support is designed to protect your neck if your head/neck is moved at unnatural angles/force. Your helmet does sit/ride on the device, so some, or even most, of the weight of your helmet will be on the neck support, depending the the length of your neck. This will help displace the weight of your helmet onto the device and then onto your shoulders. Me personally, I have found that it feels a bit strange at first with the support of the helmet on the device, but it has helped me greatly during longer practice/race sessions with my neck getting tired supporting all the weight of the helmet.
