I gave it to my grandson for his birthday. I am not absolutely sure but I think it has steerage. I don't think the black handle is completely rigid but to be absolutely sure I have sent a text message to my son for confirmation as to whether is it articulated or not. Will come back when I have an answer.

Hello, I cannot measure the height of the the red body as I am not in possession. However, I can tell you it is quite shallow and it is just for a child to pull along. e.g. to go around the garden with some gardening tools and collect bits and pieces from the garden, or to use indoors and put in small toys. I hope this helps.

I bought the cart for my 5 year old grandson to push his toys around and use in the garden for collecting things. The cart is well made and would probably carry plants but, compost bags are very heavy, I don't think compost bags would be suitable to put in/on the cart. I hope this helps.
