Will these work with double arm straight hooks? Especially if there is no space between two hooks?

No. You need something longer, stronger, and more flexible. Go to https://www.amazon.com/s?k=chain+link+fence+aluminum+wire+ties&ref=nb_sb_noss and get these wire ties. You cut and shape the ties so they look sort of like the plastic ties. Then you mount them VERTICALLY across the rod that connects the two arms. You need to bend the wires so they securely grab the inside of the pegboard. Get creative. Being able to cut and bend the wires to meet your needs is important. Or you could just hang two separate straight hooks next to each other, and secure each of them with a plastic peg lock.

Would the clips work with metal pegboard?

Yes, they will work, however, to get them into place you will need to put them in as close to the round hole as possible and slide them down the slot as low as possible to get the best support. I have both types of boards the metal and the peg board. It is easier to install them on the peg board.
