Q: Can I record the 4 inputs and prgm output while simultaneously using the output as a webcam for the computer? If not, what adapter do I need to?

If you're recording, that must use the USB-C port on the back, thus rendering that unavailable to act as the webcam signal output to your computer. You'll need to add another capture dongle/device like a Camlink to bring the HDMI program output signal into the computer as a webcam. At that point all of your desired functions can happen concurrently.
