Q: How is this installed on the 3670 model? Where does it go?

On my sweeper it's on the back of the sweeper. Snaps off and you snap the new one on.

I too am confused. I have no memory of giving other than a good rating. I was happy with every aspect of my purchase of the vacuum filter.

You don't clean this filter. You might be able to vacuum the dust off the filter with another vacuum. I don't know where you saw "reusable 6 times". The only things I have seen with the number six is on the filter picture "change every 6 months" or "Duration 6" in the description. Duration 6 = 6 months= change it.
