I think that it is okay. Everyone has a different opinion on whether it is strong or light

Q: Can this only be used on wet hair?

It works better on wet hair. It's a Leave-In conditioner, so they are assuming you're putting it on wet hair. I don't think it's for dry hair.

Q: Can this be used on wet hair after shampooing than style and dry ?

Yes, I use it in the shower and detangle my hair in there as well, then towel dry it. It makes my wavy hair look very nice and moisturized.
