Q: I’m 5,4 (165 cm) which size should I get ?

They give height ranges for the sizes. Looks like you’re potentially between sizes so you’ll need to do best assessment of your height. If you’re dead on 5,4 then small but if you’re a little over 5’4 medium is probably your best bet since for a height of 5’4.5 they recommend medium. If you do a good height measurement and use there recommendations I think you’ll be in good shape.

Q: I am 6' 2.75" if I go with xl i will have 6" of extra rope, but maybe the L would be too small, any suggestions?

I would go with the xl. I am 6 foot and went with the large and wish I went a little bigger. Some videos suggest that while jumping you would have around 6 inches of rope above the head. Go with the xl. Your gonna love these ropes

Q: Is the weight 1lb, 2lb the rope only or rope with handle?

Ropes have weight written on them. Grey colored one says 1lb and black 2lb. So they should be without handles. Handles weigh very less though.
