Using this for the first time - there doesn't appear to be any way of 'pushing up' the stuff inside when the top bit has worn down?

I have come across two different designs of this product. The earlier design had a plastic sleeve covering the product and you rotated the base clockwise to expose the product as necessary. The latest design, which cost me less, does not have this plastic sleeve. The plus side seems to be a cheaper product, but the downside is that all of the useable product seems to be on display from the outset and once you have worn this down there is no way to expose any more.
