Q: Does this contain phenoxyethanol?

Nope! None listed in the ingredients in the photos. Nice to see someone else care about this concerning ingredient. Not to just find out what the 'natural fragrance' is, since -while listed as 'cruelty free'- doesn't say it's vegan so want to make sure it there isn't anything gross in it since fragrance can be anything.

Q: How is this soap? The ingredients are all water or oils. I'll admit it has the consistency of soap, and it lathers like soap, but what makes it soap?

Soap is made through a reaction of the oils to potassium hydroxide; I believe they just didn't not list the latter since it ceases to exist in that form. I'm not a soapmaker though so anyone who knows more correct me if I'm wrong on anything. I just have some experience buying various true soaps and soap based body washes.

I would not wash your face with this soap as it has mint strong mint scent and could be irritating to eyes
