Q: Does the red part light up with the tail lights and get brighter when the brake lights come on or is it just on or off?

Yes. When headlights are on its lit dim when you brake it gets brighter

Q: Does it flash when you hit the breaks?

Don't buy this! You can barely see the flash.

Q: i just nought this and the center lights do not work, break light and reverse light?

The outside is the break light and the inside is the reverse light, if the reverse light isn't working it could be wired wrong.

Q: Does this come with the pen plug and play harness

Does not, I reused packaging from the other rear tail light kit I ordered from another company
