Q: Could this be used to take off approx. 1/4" from the edge of a composite kitchen countertop?

Perhaps, but it would be brutal, and you'd probably end up with a very uneven edge. You need the right tool for the job. For 1/4", I'd use a saw or a router. If you're trying to do it in-place, I think a router with a straight cutting bit is the way to go. Use a long board or proper edge clamp along the full length of the counter to avoid cutting off too much. If this is out of your depth, hire a pro!!
