Once the outlet pipe of the pump reaches 4 psi does the pump shut off?

No it doesn't switch off but you can hearing going quieter.. Works very well, I've had several.

What voltage range does this pump opetate at. Does it take the alternator voltage 12 to 14.5 v

Hello As far as I know it should be capable of running at 14.5v most automotive electrical equipment is tolerant to higher voltage because of varying line voltage. I used mine on a used battery to drain a fuel tank, as fuel runs through the unit it helps to keep the unit cool anyway.
