No, the mat rests inside the frame. This makes the mat about 17.5 x 17.5. Definitely smaller. I hope this answers your question.

How thick is the mat? I have a quilled piece that I don't want to get smashed.

I don't know the thickness but I can tell you that it was too thick when I added a cardboard thick print, I had trouble closing the back with the pins.
