I checked the product as well as the assembly manual and I am not seeing any indication of where it is made. Hope this helps

I have one and it can go down all the way to about 6 inches tall. width doesn't matter

Q: Would this support a 24" tv?

I don’t think I would advise it just because it’s meant to hold only canvases that are 5 or less pounds.
