Q: Can it be used as a carry on for air travel, trying to make sure it will meet requirements

I think it is too long (24 inches) for overhead or undersea, but check with your air carrier.

There is one exterior pocket. The zipper opening is 9 inches wide but the pocket "fans" out to a 12 inch bottom. The depth is 7 inches. I definitely would not put this bag in a washing machine. The zipper pulls are very delicate and fell off soon after starting using. I replaced with keychain loops. Would be fine to wash by hand with a sponge or similar.
