this compresor is advertised at running 115 PSI my air stapler needs 70psi minimum and 100 PSI MAXIMUM is this going to be suitable ?

It will have an air pressure regulator so it can be adjusted. Will work fine for the stapler.

Is there a requirement for an inline filter/regulator when operating an air line or power tools with this compressor?

I put a small water trap filter ,to help stop condensation getting in to my tools. I also put a small oil atomiser inline to lubricate air tools . Remove this if spraying just leave water trap.

Will it run a D A ,sander

It is powerful enough to run my cutting wheel and sander at the same time as compressors go I have no complaints , I bought the same brand cement mixer 2 years ago and that’s still going strong too.
